In the October NEWSLETTER we will look at a new revision to existing law governing Sewage Treatment in the State of Ohio. The law was passed in May of 2005 and will become effective on January 1, 2007. It grants the Ohio Department of Health oversight of local health departments involved in sewage treatment regulations. It sets up laws for site and soil evaluation, standards for siting, designing, operating, maintaining and abandoning of sewage systems. All new systems must adhere to the rules. Existing systems installed prior to January 1, 2007 are deemed approved unless they are failing and creating a nuisance.
There are many items of concern with this new application of the law that must be reviewed by the design engineer on sewage system design projects. The law now establishes competency requirements for installers, service providers and septage haulers and requires an onsite soil and site evaluation including the need to obtain a report from a certified soil scientist. There is a good deal to review.
