The OCTOBER NEWSLETTER suggests to you where you maybe able to put stormwater on certain sites where a storm outlet is not available or the existing storm sewers are overcharged. If your site has soils that readily dissipate water and the grading allows for underground flows that will not impact your proposed construction or the adjoining structures, you may want to think about charging the soils with the stormwater from your site. The ability to do this would benefit your property, your adjoining properties and the overall storm piping system in the right of way.

In the recent years increasingly more area has turned from grassed and wooded parcels to paved areas allowing storm flows to also increase. A recent EPA report found that on average roads account for 28% of impervious areas, buildings for 29% of impervious areas, parking lots 25% of impervious areas, drives, walks and patios for 14% with 4% listed as others. The developer of the new construction sites must deal with this increased flow.

In the case of subsurface discharge, the site retains the storm water underground in pipes surrounded by backfill stone and hydro-fabric and discharges the storm water to the subsoil over an extended amount of time. The subsoil need to be of the right type and vertical location. The benefit of this approach is that it limits the impact of the heightened storm flows on the existing storm sewers in the area, isolates your property from possible systemic storm piping problems and will allow you to not pay for storm water hook up fees.
